Discussion: Has GENDER been strategically used to replace WOMEN within development discourse?

The other day someone said to me that GENDER has been strategically used to replace the word WOMEN within development discourse. This statement is not new, as I have heard this in the past. In my discussion with this friend, they argued that as a man, they do not feel included in any strategies to address gender inequalities within society; rather, they are objectified as the problem.

Do you think that this accusation / statement is true or false?

Do you think that it is grounded in any truth, which has come out of the way literature on gender and development issues are being theorized?

Do you think that gender is being mainstreamed in a way that is inclusive?

How can this statement be addressed?
